GovTech 2011: Minister praises SITA progress

The State IT Agency (SITA) has made remarkable progress, says the Public Service and Administration minister, Richard Baloyi.

Speaking at the 2011 GovTech conference in Durban today, Baloyi praised the progress made by the agency in the implementation of its turnaround strategy.

“We can proudly say that, having strengthened the governance mechanism and deployed men and women of substance at the top management of the agency, we have now begun to see remarkable

progress in SITA performance to achieve outcomes,” Baloyi says.

The theme for the 2011 GovTech conference is Connected government: working together to do more. The focus is on providing solutions for government approach, which is increasingly looking towards technology as a strategic tool and as an enabler for public service innovation and productivity growth

SITA kick-starts SMME partnerships

The State Information Technology Agency (SITA) board has approved a SMME development strategy as the agency looks to promote small business and boost local economic development.

The board also approved an industry partner engagement and implementation partners certification models.

The programmes all form part of the agency’s plans to support the development of an indigenous ICT industry; SMMEs on IT skills development as well as stimulating

local economic development to support provinces in job creation.

SITA has also started with the implementation of the models and strategies, and has kicked off engagements with some in-country Original Equipment Manufacturers (OEMs) on their reseller partner accreditation.

Smart ID crooks could face criminal charges

The State IT Agency (SITA) says it is considering laying criminal charges against anyone implicated in corruption related to the smart ID card tender.

Valued at over R5 billion, the tender was cancelled in August 2009, after accusations of procedural irregularities in the tender process surfaced the previous year when the contract was awarded.

The agency says a forensic report by

auditing firm SizweNtsaluba VSP has revealed that malpractices and irregularities occurred – reports which the auditor general has found before.

Febe Potgieter-Gqubule, deputy chairperson of the SITA board, told the National Assembly’s Portfolio Committee on Home Affairs that the auditing firm, SizweNtsaluba VSP, was still seeking to interview a number of officials involved in the smart ID card tender.

SITA must reduce costs - DPSA

As more government services are provided on the Internet, the State IT Agency (SITA) will have to provide wider service coverage through the government network and reduce costs, says the Department of Public Services and Administration (DPSA).

Speaking during his budget presentation to Parliament, Public Service and Administration minister, Richard Baloyi, noted that the agency would drive initiatives to ensure all government departments use the value-added services of the network.

“…The network costs must drastically be reduced whilst the government network utilisation is optimised. The optimal utilisation of the SITA Next Generation Network (NGN) must result in the reduction of overall voice and data costs,” he explained.

Baloyi noted that in terms of the turn-around strategy, the focus would be on reconciling the SITA performance profile with the objectives of its development.

SITA continues to boost municipal IT

The State IT Agency (SITA) says it will extend its working relationship with Belgian inter-municipal ICT group CIPAL - the Centre of Informatics in the Province of Anwerpen and Limburg.

Following a “successful working relationship” with the publicly owned ICT company, SITA hopes that its ICT solutions for municipalities will help improve service delivery.

The initial contract with the inter-municipal ICT centre, which was due to expire in

November 2013, will be extended to 2015 and will be automatically renewed for successive 1 year terms.

Introduced in 2002, the multi-million rand partnership aims to improve the implementation of financial management systems for municipalities in an effort to enhance service delivery through effective management of costs.
