No action on guilty employees - Sentech
Sentech says it will hold off on taking any action against employees implicated in the controversial Screamer Telecoms deal – saying its current focus is on building its business.
Chairperson for the signal distributor, Logan Naidoo, noted that while the company would try to resolve the issue quickly – it was up to the Independent Communications Authority of South Africa (Icasa) to act on the matter as Sentech was focused on implementing its turnaround strategy.
“Sentech will look into all those issues after building the business,” Naidoo emphasised.
While no decisions had been taken on employees implicated in the controversy, Naidoo admitted that Sentech members had erred in the signing of the contract.
Screamer came under the spotlight in October 2010 after former Sentech chairman, Quraysh Patel, accused the private company of the unlawful use the SOE’s spectrum to provide services.
According to Naidoo, Sentech and Screamer Telecoms entered into an illegal contract which effectively saw the signal distributor subcontract its spectrum and Screamer Telecoms operating illegally.
Sentech has been allocated spectrum in the 2.6GHz band, and while it is obliged to provide services to any entity allocated spectrum – the subcontracting of spectrum is illegal.
Naidoo noted there were issues to governance and conflict of interest which resulted in the SOE invalidating its relationship and terminating the contract with Screamer Telecoms – but added that the matter was now under litigation.
“We are trying to accelerate the resolution of the matter…but the ball is in Icasa’s court to act,” Naidoo explained.
Earlier this year, Icasa stated it had finalised its investigation and that a complaints and compliance committee would give a ruling on the findings of the investigative report.
